How to make a successful stat dec application?

Now i am sure there is a nack to this.
I have sent many out before with roughly a 70% success rate. But i am failing to see why some are successful and some not.
Does anyone know a foolproof way to ensure success for the applications please? Forms: PE2 PE3 PE7 TE3 etc.

By the way, im asking about making the application after bailiff notices/visits have been made?
